After LeMoyne-Owen College created the first draft of its Strategic Transformation Plan they called on Saad & Shaw to create a fund development and fundraising plan to generate revenue from old and new sources. The Major Gifts and Sponsored-Student Recruitment Plan produced by Saad & Shaw creates a new brand for LeMoyne-Owen College and provides partnership opportunities for government, businesses, faith communities and other educational institutions. The plan repositions the only historically black college in Memphis as an educational and economic partner in the region’s development. In December 2007 LeMoyne Owen College was reaffirmed by the Commission on Colleges of the Southern Association of Colleges and Schools (SACS), the accrediting body for public and private educational institutions. This was quickly followed by a $200,000 award from the Southern Heritage Foundation. Throughout the winter and spring of 2008 the momentum continued as stakeholders from across Memphis worked with Saad & Shaw and the strategic planning firm Consilience Group to further define the college’s Strategic Plan and prepare for the College’s next president and a new era in black higher education. The College attracted a new Vice President of Institutional Advancement to implement the Major Gifts and Sponsored-Student Recruitment Plan.

Led by Campaign Co-Chairs Dr. Peter Mehas and Professor Don Larson the campaign began with a successful internal phase that raised $1 million funds from the "college family" led by Fresno City College President Dr. Ned Doffoney and Director of College Activities Ms. Gurdeep Sihota. Construction has begun and community leaders hosted tours of the building before it closed and encouraging full public support. In May, the State Center Community College District Board of Trustees publicly recognized the tremendous effort that has gone into the campaign for the OAB, and acknowledged the over 700 donors to date that have committed to seeing the project through to completion. As a symbolic sign of their faith in the generosity of the community, the Board approved an advance of $1.3 million to the capital campaign in order to complete the construction of the auditorium on time with the opening of the building in August 2010.
